Neural Filters don't load

Windows 10, Photoshop CC verzion  23.2.2.

Neuron Filters are very often not loaded... here is the screen...

    I just noticed something in your screen shot - you are in 16 bit color. Change to 8 bit - do they load?

    Zmenil som 16 bit na 8 bit a problem pretrvava.

    Do you have a stable internet connection? Loading the filters requires an active connection.

    Are you running Photoshop as an adminstrator?

    Have you tried resetting your preferences? (Found under Preferences/General)

    What graphics card(s) do you have installed? Specs?

    Yes I use Photoshop as an administrator.
    I reset my preferences - I even uninstalled and reinstalled Photoshop
    I have an NVIDIA GeForce RTX 2080 Ti graphics card in my PC.

    The problems with loading the Neural filters still persist.

    Sometimes they load correctly, but most of the time they don't.
