Neural Filters won't download (PS 24.0.1)

Question

I can't download neural filters. Most of the Neural Filters options appear in the menu, although the 3 Portraits options are grayed out, as is Color Harmonization. When I select the filters I want to use, Photoshop tells me the file size and gives me a blue "Download" button. When I click the button, Photoshop displays a gray circle that should show download progress, as well as text that says "0KB of [___]". But it doesn't download, and a couple of seconds later the download stops and the screen resets.

I was able to download one of the filters (Photo Restoration) without any trouble in early November. One other (Color Transfer) was already pre-installed. But I can't get any of the other filters to download. Any advice? I'm really excited about using these filters—many thanks for your help!

I'm running Photoshop 24.0.1 with macOS Monterey (12.6) on a 2016 15-inch Macbook Pro with a 2.7GHz Quad-Core Intel Core i7.

Okay, I figured it out. I used Creative Cloud to install the previous version of Photoshop (24.0). I was able to download the Neural Filters using that version, and when I re-updated the filters were still there. Yay! Maybe it's a bug with 24.0.1? For what it's worth, one of my coworkers ran into the same problem.

Thanks Kevin! I don't think it's the internet connection issue—I've had this problem both at home and at the office, and I haven't had any other connection issues. And unlike that poster's situation, my download doesn't even make partial progress. As for the System Info, here's what it says:
