Neural Filters not downloading (PS 23.5.1)

I am not able to download  few nueral filters in photoshop 23.5.1  and also in beta.  the download starts and it stops in middle , with out compelting 100% .  i deleted all the plugin fodlers and also reinstall the photoshop.. still no luck..

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Found the root cause for the problem.. my wired network was dropping connections in middle .. but just a few pings..  this was causing the photoshop to discard the download stream ( tcpcopy) .  i added to wifi adapter to my desktop , even though the latency is high, the connections was not dropped and my download finished.
