Yes if i have just one regular layer in the document, crop it and turn it into a Background Layer via Layer>New>Background fro Layer, then i do lose the area outside the crop even though Delete Cropped Pixels was unchecked, however, that is to be expected because when a regular layer is turned into a Background layer all the pixels outside the document bounds are discarded (flattened).

What i can’t replicate thus far is when having more than one layer at the start with no Background Layer, then after cropping any of the regular layers with Delete Cropped Pixels unchecked, i can still recover the full document by either using Crop Tool or going Image>Reveal All.

I tried both Photoshop 2019 (ps ver 20.0.10) and 2020 (ps ver 21.2.12) on a 2013 Mac Pro running macOS Mojave 10.14.6 and so far haven’t been able to replicate the issue.

Is there anything special about the document, like layer masks, smart objects, layer groups, clipping masks, etc?

If you open an document with a single layer like a jpg image and add layers and then do the cropping, do you get the same results?

It might be worth resetting the Photoshop preferences on one of the versions and see if that makes any difference:

Thank you Jeff for taking the time to test in the same environment on your side.

Nothing special about the document. I’ve followed your proposal with a JPEG image in both versions of Photoshop:

open JPEG image
double-clic Background layer, becomes Layer 0
use the crop tool, with Delete Cropped Pixels off
crop image, check that the cropped part is still there, confirmed
select Layer O and go to Layer > New > Background from Layer
check if the cropped part is still there, it's been replaced with transparent background

same process but adding 2 layers: Layer 1, Layer 2 prior to opening the JPEG image
same result

Then I’ve reset the preferences of Photoshop 21.2.11 to no avail, same result with both tests detailed above.

I could not reproduce this in either 27.9.1 or v22.2.0 (the oldest I have installed) on Windows 11. Note - the menu is Layer > New Background from Layer
