It’s not clear what that means because both Photohop and Lightroom can save or export JPEG. Photoshop has several ways to create a JPEG. Does “no jpeg save” mean you mean that you can’t find a JPEG save option, or something else?

Which “actual size” do you mean? There are different definitions of “actual size” or “100%”  depending on whether you are talking about actual size for print, for on-screen display in a web site, or in video editing.

For example, if you are talking about print, the printed size of an image is defined by the ppi setting included with or set for the JPEG file, and Photoshop and Lightroom definitely work differently there.

But in any of those cases, it’s possible to get what you want if the save or export is set up correctly. In what context is “actual size” being measured here?

The jpeg specification does not support 16 bit depth, layers, alpha channels or transparency. If the document has any of these properties, you need to Save A Copy with these properties removed. If it complies, jpeg is available as a Save option.

In 2010, in Photoshop CS5, Adobe introduced a hidden function in Photoshop that allowed directly saving out a jpeg copy, without identifying it as a copy. This was, as it turned out, a big mistake, because in 2022, changes to MacOS security policies no longer allowed this. So that function had to be removed, and the fallout has been massive. To this day, "everyone" believes Adobe deliberately broke this. It didn't help that they tried to sell it as a feature, instead of what it really was: an emergency rescue operation.

So that's the jpeg story.

As for file sizes, encoded, packaged and compressed size on disk is not the same thing as the size of an open file in memory. Photoshop Image Size reports the flat pixel size x bit depth x number of channels. If you're referring to raw files in Lightroom, a raw file is a single channel at 14 bit depth. An encoded RGB file in Photoshop is three or more channels at 16 bit depth. That alone quadruples the file size, not to mention additional layers, smart objects etc.

EDIT: on rereading I see you mention print sizes. You need to be specific and tell us exactly what the problem is.
