No scroll baar in layers panel

I had to get a new computer -PC, Windows 11, and I installed the latest version of Photoshop, 24.7. There is no scroll bar in the layers panel. I opened up a picture I had made that has several layers and I can't scroll through them to see the bottom layers. When I click on a layer in the layers panel and use the scoll wheel on my mouse, it just makes the document larger or smaller.

It sounds like you have it sorted, but just in case, the scroll bar will only be visible if the panel is too small to display all layer.

Even if you have enabled Zoom with Scroll Wheel in Preferences > Tools it should allow you to use scroll wheel in the Layers panel when you move mouse over it.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible? 

Have you tried the Essentials Workspace?
