nueral filters dont download

hi all, ive been having a problem within photoshop, i cant download any of the nueral filters. when i click the download button:below is a screen recording of me trying to download it, it starts to download but then stops after a half a second. this is really frustratring, and i dont get why adobe doesnt solve this. ive scoured every self-help article i could find. does anyone know how to fix this? i really need those nueral filters!
