I have a situation where on a Graphic Lab, I have one machine where a student is struggling as a non native English speaker ( she natievely speaks spanish). I have create a local account on the machine so that when the user logs in, the system language defaults to Spanish. When we launch Adobe Creative Cloud, it defaults to Spanish. When she then launches Photoshop, Photoshop instead launches and the interface language is English.

All other apps on the Mac pick up Spanish Language, such as Pages and Numbers and Safari.

How do I get Photoshop to recognize the system changes set for this one local user and display its interface correctly?

@terryj11302213 have a look here, you'll need to uninstall and reinstall Photoshop
