Open File selected but New file options appear

Im on windows 11 running photoshop 26.4.

When I select File then Open an explorer window opens to select my file. But, when I select my file, instead of loading it, a new dialogue window appears confirmig the size of the new file which is the same dimensions of the file I was attempting to open.
