Open hard edged pixel image w/o anti-aliasing

I need to replace data colors in a hard edged pixel image.
the Images were exported from ArcGIS CC for Maps as an AIX file, saved as an Illustrator .ai file. Since it is a raster image I need to open it in Photoshop to replace the color.
- Specified default interpolation. Settings > General/Image Interpolation/Nearest Neighbor
- When I open it in Photoshop it anti-aliases despite unchecking the option.
- After opened tried Image>Image Size/Resample/Nearest Neighbor (hard edges)
Images Anti-Alaised in ALL attempts (See screenshots attached)
Had some success when in Illustrator >Image>Export (Legacy) to Gif with limited colors but not fool proof.
This is data and I NEED precise, hard edge pixels. This has worked with past versions. Not anymore. Possibly this is a bug/technical issue?
