Opt-Cmd-I results (without resizing of a photo) in a smaller screen view??

Strangely, when I would like to resize a photo in PS (as I’ve done numerous times) and therefore choose cmd-opt-I the frame, the _window_ containing the photo, resizes, and jumps to the upper right corner of my display. However, if I choose from the dialog the same command, not from keyboard, everything goes fine. I even visited the PS command section in Preferences, and cmd-opt-I was still there. Anyone met this strange behavior?
