Other frame changes when I edit on the current frame in Photoshop

I am trying to create an animation in Photoshop and currently, I want to rate an object in the animation. However, whenever I try to rotate the object in the current frame, the object in the rest also rotates. How do I fix this?

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Timeline, Options Bar, …) visible? 

 

If you rotate a Layer it is rotated, Frames don’t enter into this. (Edit: Smart Object transformations in Timeline Animation are another matter, though.) 

Have you looked into using Smart Object instances for different Frames or using Timeline Animation instead of Frame Animation altogether?

I am using Photoshop 24.3.0
Here is the screenshot of my working space Here I am trying to animate the pedals of the fly trap to close by rotating it. 
however, whenever I try to rotate the layer using the Edit -> transform -> rotate tool on the current frame, the pedal also rotate in the rest of the frame. This doesn't happened when I just simply move the object though, only happens when I rotate.

• Why not Timelime Animation? Have you read up on the options Frame Animation offers?

• Why Photoshop at all? Photoshop’s animation and video editing capabilities are limited and other Adobe applications offer superior functionality in these regards.

Can you tell us the version of Photoshop you're using? Which file format are you working on?

Try editing layers rather than frames. You should be able to edit individual layers and then use the command "make frames from layers." 

Can you try the 'propagate frame' button on the top of your layers?
