P: PS v27.4 Neural Filter: Smart portrait fails processing on cloud & gets temporarily disabled

I am reaching out as a last resort regarding a persistent issue with the "Smart Portrait" neural filter in Photoshop. Despite comprehensive troubleshooting, I am unable to resolve the recurring error: "Neural Filters are temporarily unavailable."

This appears to be a systemic issue, as it occurs specifically when attempting to process or adjust the Smart Portrait parameters.

Steps already taken (and proven unsuccessful): To rule out any user-end issues, I have performed a rigorous technical isolation:

  1. Network Infrastructure: Tested across multiple environments, including a mobile hotspot (fully bypassing my local ISP and router). The error persists regardless of the connection.

  2. Account/Session: Performed multiple sign-outs and sign-ins to the Creative Cloud app to force a session token refresh.

  3. Graphics/GPU: Disabled GPU acceleration within Photoshop preferences to rule out driver rendering conflicts.

  4. Clean Installation: Performed multiple clean installs using the Adobe Creative Cloud Cleaner Tool.

  5. Data & Cache Cleanup: Manually cleared all UXP cache directories, Neural Filters model folders, %temp% storage, and performed an ipconfig /flushdns to clear local network caches.

  6. Hardware/Driver: Ruled out local network driver conflicts by disabling all Ethernet/Killer/Intel network adapters in the Device Manager and testing via an isolated WLAN connection. Furthermore, I have permanently disabled all Killer Network services at the system level (services.msc) to prevent background interference.

  7. Test Assets: Tested with various small, lightweight image files to ensure the issue is not related to memory or file size constraints.

Observation: Since the error is exclusive to the Smart Portrait feature and persists even after completely bypassing my local network and performing deep-cleans of the software and services, I am convinced the root cause is not local. I suspect a server-side account flag, a corrupted session token, or a persistent synchronization issue with the UXP runtime specific to my user account and this specific filter.

Request for assistance: I am aware that this is a long-standing issue discussed on Reddit and the Adobe forums for years. I am no longer looking for standard "reinstall" or "check your router" advice.

    @Bernd30150579epz5 -Thanks for the detailed report and ​@Ged_Traynor, for verifying this. I’ve reported this to the team to review for now. Please check if using Photoshop v27.2 helps.

    @Bernd30150579epz5 just tested on my system with Photoshop version 27.4, and I can replicate the issue.

    I think Adobe have abandoned the Neural filters over AI.
