Path Blur Markers

I have an iMac with OS 15.7.3 with PS 27.3, I have been trying to use the Path Blur Tool in Filter/Blur Gallery/Path Blur on several different images one is a stock image that was suggested by Adobe in a troubleshooting article. and one where I have put clouds in a sky and want to blur them using the Path Blur Tool. 

When either image and I click on Filter/Blur Gallery/Path Blur the image automatically blurs, there isn’t any markers, I do get a pen with a “+” sign to the bottom right of pen.  When I click and drag nothing happens, When I just click on the image I get nothing as well

QUESTION: are there know issues with the Path Blur tool?

QUESTION: are there settings for PS 27.3 on my iMac I need to check?

QUESTION: has anyone else experienced this problem?
