I'm glad you said desktop, because then you can have a dedicated Nvidia GPU without an integrated second GPU interfering. That an be a big problem with laptops. The GPU is rapidly becoming the most critical component for Photoshop/ACR/Lightroom.

I'd recommend RTX 4060 as the sweet spot. It performs really well, while not being particularly expensive.

The other important thing is enough fast disk space. Look for a motherboard that supports two or three NVMe drives, preferably at the PCIe 4.0 specification. It's considerably faster than PCIe 3.0.

This is important for the Photoshop scratch disk. There is no such thing as "enough RAM" - no matter how much you have installed, Photoshop needs a lot more. So temporary working data are written to disk, and that's the scratch disk. Think of the scratch disk as Photoshop's main memory, with RAM as a fast access cache. But with today's ultra-fast NVMe's, that speed difference is for all practical purposes insignificant. In other words, the amount of RAM isn't as important as lots of fast NVMe space. 32 GB is usually enough.

As for the CPU, I've always said that an i7 is more than good enough. I suspect an i5 would work splendidly too.
