In Adobe Photoshop, Neural Filters like the photo restore filter do not fully record or execute within actions unless the option to show dialog box is enabled. This happens because the Neural Filters workspace involves interactive adjustments and machine learning processes that require user input or confirmation, which cannot be fully automated in an action playback. To successfully include the photo restore Neural Filter in an action:

1. Open the Actions panel via Window > Actions.
2. Start recording a new action.
3. When applying the Neural Filter, make sure to enable the Show Dialog Box option. This allows the filter's interface to appear during playback so you can manually confirm or adjust settings.
4. Complete the filter adjustments and confirm.
5. Stop recording the action.

This method ensures the Neural Filter step is not ignored during playback. Currently, Neural Filters require this manual step because their processing cannot be fully scripted or automated in Photoshop actions.
