Photo .tif with Histogram with no signal

Hello I need helps: If I try to open a photo .tif in Phoshop I get no signal, black, I need to increase signal with quality degrdation.

 

Could you help how I can open a .tif file with signal already available and not black ?

Mode is RGB flagged

    When I open a .tiff Photo in Photoshop I get histogram without signal, black picture and mode is RGB flagged.

     

    How I can get a .tiff with signal not black ? To avoid to increase signal with impacts on quality
