Ich verwende Photoshop 15 - seit 15 Jahren. Seit kurzer Zeit kann ich ohne GPS keine Orts-Tags erstellen. Was mache ich, wenn ich manuell Orte einfügen möchte?

Version 15 of Photoshop, otherwise known as CC2014, was released 11 years ago. As far as I know, it did not have GPS functions. Could you be using Photoshop Elements?  If so, I'll move your post to the Photoshop Elements forum.
