Photoshop 2019 Duplicate Offset

Every time I duplicate a layer in the newest version of photoshop (22.0.0) it will offset the duplicated layer slightly to show both layers. Is there a way to turn this off? It's seriously messing with my workflow especially when I'm duplicating layers to apply layer affects.

Yes, I thought I was experiencing the problem with layers not in artboards but it appears that it only happens with artboard files.
