Photoshop 2020 running on Windows 7 fails on starting

Photoshop has suddenly decided it has a fault.  On starting in Windows 7 I get the following message 3 times

The program can't start because
api-ms-win-core-libraryloader - 1-2-0.dll is missing from your computer.  Try reinstalling the program to fix this problem.

 

Decided to uninstall Photoshop which was successful; then reinstalled it.  On complete a message states the install was successful and will open the app.  It crashes.  Now without Photoshop.  Can someone help please.

Thanks for your reply.  Before downloading ACR I checked which version I had to make sure I was going older.  I had 13.1 so I knew not to download that.  The version I downloaded was 12.4.  Interesting that my laptop has 13.0.2.  However downloaded 12.4 and Photoshop opened up as normal.

 

Many Many Thanks for your help as it was troubling me overnight.

I also run Photoshop on my laptop and in Windows 7.  It is working normally.  There is no file with the name api-ms-win-core-libraryloader - 1-2-0.dll on the laptop.
