This is most likely conflicting dual GPUs (which most laptops have). If you post the full Help > System Info from Photoshop it will show the GPU configuration.

Jpegs will open through the Camera Raw plugin (ACR) by default. ACR will not function at all if there's a GPU problem. Note that ACR's use of the GPU is independent from Photoshop, and Photoshop GPU settings have no effect on ACR.

A quick workaround is to go into Camera Raw preferences (from Photoshop or Bridge) and under File Handling disable jpeg support. Then jpegs will open directly into Photoshop.

But you still need to fix the underlying GPU problem. The standard remedy is to disable the integrated GPU. There is unfortunately no way for Photoshop/ACR to control which GPU is called, that is entirely at the mercy of how the laptop manufacturer has configured the operating system and the two GPU drivers.
