Photoshop 2024 hides behind other apps when dragging the app window

I'm glad the accepted answer worked for you, but if someone with the same problem who is reading this thread wants tot try a potentially quicker solution than resetting (and possibly restoring) all preferences, they can try seeing if the way I solved the same behavior for myself ,when I encountered it, works for them as well:

Go to Photoshop menus > Window > Application Frame and un-check that option, then re-check it.

Thank you for the solution. I removed the settings and started Photoshop. That fixed it. Then I moved my settings back in and it is still working good. So looks like something reset in there.

Yes, I think this started happening after I updated Photoshop from 2023 to 2024 v25. 

I tested all the cases you listed and in all cases, no matter what apps are active and if there are multiple open in a window with Photoshop being on top, if I start moving the window around it instantly jumps at the very back behind all other windows. With Illustrator being one of the windows, the Photoshop one acts same. Illustrator doesn’t do it, only Photoshop.

The OS was updates about a week ago. The problem started before that.

Yes, have rebooted many times since it started happening.

Have you done any further testing? Is it only Photoshop with Finder?

• What happens with Photoshop and Illustrator or Photoshop and Word (for example)?
• What happens with two apps that are not Photoshop — Illustrator and Acrobat? Illustrator and Finder?
• What happens if you have the Move tool instead of the Crop tool?

When did you update your OS? 

When did this issue start?

Have you tried rebooting your Mac? I think that's the first thing I would try.
