Photoshop 25.1.0 Cursor does not show brush shape, just crosshair

I'm on a 14-inch Macbook Pro with M1 Max running Ventura 13.5.2. In Photoshop 25.1.0, when I have cursors set to "Normal Brush Tip" or "Full Size Brush Tip", it doesn't show the brush tip. It only shows the crosshairs. If I hit the shift key, the brush tip will show, but as soon as I move the mouse, to goes back to being the crosshair. I've tried this with brushes, clone tool, healing brush and erasor set to brush and it acts the same way.

    So oddly, after a clean restart it is working correctly now. A coworker said he's read of issues with Adobe apps behaving oddly when Chrome is also running. I have Chroming running now and it isn't effecting anything. Maybe the restart is all I needed. Another odd this was when it was doing this, if I selected crosshair, then it worked the opposite where it would show the outline and when I selected shift it would show the crosshair until I moved the mouse, and it would go back to the outline. Weird.
