Photoshop 26.2: Dragging background to another photo broken

Dragging a background onto another photo in Photoshop, for example, adding a cloud to a photo, version 26.2, does not work when using a Mac Studio with the Apple M2 Max chip.

I don't see any error message at all. When I try to move the photo, absolutely nothing happens. Perhaps sending a video could be helpful.
