Photoshop 27.0 is not saving to original folder

Photoshop 27.0 is not saving to original folder. I have reset preferences twice, unistalled and reinstalled PS, checked and unchecked Save to Original folder a few times rebooting Bridge, PS and my system in between attempts to get it to work properly.

It defaults to the last location I saved a file to no matter what I check and uncheck. A fresh reboot of all has it saving to the wrong folder. 

My workflow is open in Bridge 16.0.0.63(ACR), then to PS then save back to the original folder.

Any ideas would be appreciated
