Photoshop 27.4.0: Can’t remove animated lightbulb (Discover panel) + separate minimize issue on macOS

there is a lightbulb icon on the top right corner of photoshop containing tutorials etc. but the symbol itself has an animation on top of it that is really annoying and I can’t get rid of it. I know it shouldn’t annoy me as much as it does, but whatever I try, it won’t stop. On top of that when I minimize Photoshop under MacOS this animation is actually like a separate program layered on top of photoshop which gets SEPARATELY minimized. Please, does anybody know how to get rid of this?

I use Photoshop 27.4.0
