Photoshop 5.5 can't launch anymore in Windows 10-not enough ram

Tonight I tried to open a photoshop file on my windows 10 enterprise pc. It kept saying not enough ram to launch. I ran windows memory test and no bad ram was found. I've used this version ot Photoshop on different pc's with different windows OS's over the years and haven't ever seen this problem. I had LibreOffice, Explorer, Notepad, and maybe more apps running. I've used Photoshop occassionally on this pc and had no problems. I have an hp desktop with 1tb drive, 8gb ram, 64-bit OS, x64-based processor, hp monitor (1600 x 900). The main apps I use include Norton Security online, LibreOffice 6.2, Firefox Quantum, Quicken deluxe 2009, Epson cx7400 printer and scan. My system does regular updates. Any ideas? Thanks.

If you boot up in Safe Mode, are you able to launch Photoshop?

Use "Shift + Restart" on the Windows 10 Start Menu.

Does you system meet the minimum requirements to run Photoshop?

My pc restarted after doing the windows memory check. Ps 5.5 still wouldn't launch when I tried to start it.

I'd be VERY surprised if Photoshop 5.5 ran on Windows 10.

Photoshop CC is $10/month.

I don't use PS enough to warrant CC. Just occassionallyto edit or convert image files. Been using Paint 3D since PS takes so many steps to do what I do in 3D. Just thought I'd fix it if possible. Thanks.

Photoshop cs5 from 2010 or photoshop 5.5 from 1999?

If you restarted your computer and without any other programs running, does ps 5.5 start ?
