Photoshop actions

I have created an action (signature) in photoshop.
It works as long as I don't close the program, but when it has been closed and I open it again, the following error message appears "The command "Adjust" is not available at the moment"
What am I doing wrong or what is wrong.
Text in the screenshot: The “Adjust” command is not available at the moment.

Please run the action on an image and screenshot the error message with the layer panel open and the action panel open so that the step is visible with the error.

    Sorry, I am challenged by the language.

     

    Compare the layer (embedded smart object or locked Background layer) to the error message and the highlighted action step.

     

    Ask yourself what the action step is attempting to do and why can't it perform the step on the selected layer.
