Photoshop application components are missing from the Application directory

I installed LR and Premiere Rush on Windows 11 and they work. But Photoshop installation is faulty and does not work.  In desktop applications there is Photoshop.exe,  and when I click it I get:

 

Some of the applications components are missing from the Application directory. Please reinstall the application.

 

Reinstalling does not help. Repairing Creative Cloud App did not help either. Using administrative account does not help.

    Reinstalling did not work for me too. For some reason, when I click open on creative cloud, it fix the problem and the error was gone. Probably got lucky on it.

    Uninstall, use the Cleaner Tool, and reinstall:

    What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

      RAM 16,0 GB

      64 bit

      Nvidia geforce GTX1650

      Samsung ssd 500 GB, 200 GB free (apps are here)

      Almost all of the photos are on WDC WD 4TB disc, 3TB free (two partitions,
      both with a lot of free space)
