Photoshop Beta & Photoshop 2025 are not working after Windows 25H2 update

Hello all.
I've downloaded the 25H2 update yesterday and installed it right after. I've tried Photoshop Beta right after and it worked.
Today, when i started Photoshop 2025 today, all i ever see is the splash screen and nothing happens after the screen vanishes.
i've tried uninstalling Photoshop Beta from Adobe Creative Cloud and reinstall it back. It does not work.
i've then uninstalled everything, Photoshop Beta, Photoshop 2025, Lightroom, Lightroom CC and then deleted all apps data.
I've restarted my laptop and then reinstalled Adobe Creative Cloud.
I've downloaded Photoshop Beta and normal version again. they both don't work.
i've read that if you signed out and the sign back in, it would work. In my case, it still does not work.
Another thing worth noting is that, from Creative Cloud Desktop, when hovering to Photoshop Express, it says "You must update your system to install Photoshop EXPRESS. Please check the following: Windows 10 build 10.0.14393", but I'm using Windows 11 with RTX 3050 4GB.
Nothing is working except for Lightroom CC and Lightroom. Please help

UPDATES!!

After hours spend on the problem, i've found that Intel's Driver was the culprit. Laptops often come with Intel and Nvidia/AMD graphics card. Turns out Intel just rolled out or my laptop just found an update to update Intel's Graphic card. After installation, Adobe's softwares work like a charm. Ultimately i guess it was a graphics driver issue.

OK, another example of dual graphics causing problems. In this case you were lucky that updating the Intel driver fixed it, but often you need to completely disable the integrated graphics.

Photoshop uses the GPU in the actual data processing pipeline. Unfortunately there is no way for Photoshop to control which GPU is being called, it's entirely at the mercy of how the manufacturer has configured the operating system and the two GPU drivers.

I've performed a 3hr full Windows reset on my laptop. I've installed only Photoshop 2025 from Adobe Creative Cloud app. It loads only till the Splash screen. I've tried installing Lighroom CC, it loads successfully. I can paste the system info from Lightrroom.
It is worth noting prior to my windows reset, i repaired all Microsoft Visual C++ component and ONLY Photoshop 2025 was running, but it was very slow.

There's no other software installed on my Acer Nitro V laptop except for Photoshop, Creative Cloud and Lightroom. Everything is genuine.

First of all, you need to take the beta out of the equation. Having a beta installed along with the production version is always risky, and that risk is your own. That's why it's a beta. It's for testing purposes only.

As for the lagging, post the full Help > System Info from Photoshop.

The update OS notice in the CC app is something we've seen with the Opera web browser, which reported MacOS to the CC app instead of Windows. Try a different browser (even if you're not using Opera).

I've tried resetting Photoshop's preferences as you suggested and it still doesn't work.
Today, I've tried Adobe Creative Cloud Cleaner Tool and manually deleted all files, even in the AppData Folder, Common Files and in Users folder. I've then installed Adobe Creative Cloud App and then installed Photoshop 2025 first.
IT WORKS but it has lags and is sluggish. I then proceeded to install Photoshop Beta, but again it shows the splash screen and disappears.
Everything happened the morning after my laptop installed the 25H2 update.
The other issue concerning Photoshop Express saying i must update my system to install Photoshop Express.
Adobe Creative Cloud still sees my laptop as Windows 10 instead of Windows 11.
