Photoshop | Can droplet run without opening photoshop?

I figured out droplet is one of the best way to process a batch of images.

But it always open photoshop first of all. I just want to drag and drop image(s) direct to the droplet.exe file in folder.

My droplet is an action calls a script - script do something and call another action - save - close.

Is there any way to use a droplet without running photoshop?
