photoshop cc 2017 very slow in starting ( video inside )

Hi
i had a photoshop CC (14.0) , it was take only 6: 7 seconds to start ,

Adobe Photoshop

but after i installed Version: 2017.1.0 ( lastest version ) it takes more than 1min and 10 seconds !!!!!!

and thats happen with the prev. version too

and however there is no 3rd pary plugins and its a fresh install it takes alot of time in splash screen on ( scanning for plug-ins) line

please help me

i did it , but nothing happens , still take along time in startup " scanning for plug-ins "

this fresh version , i didn't installed 3d parties plugins , nor filters , nor actions ....etc

even i uninstalled it all and delete any files related to photoshop , cleaning my pc with CCleaner to make sure no any files in registry

then reinstall it again and still same
