Photoshop CC 2018 brush delay on start of stroke

Hi there, this is an issue I have been having with Photoshop for a long time.

On the start of each brush stroke in Photoshop there is a delay. This doesn't feel like lag (as each stroke after the delay is perfect) but rather it feels like there is a small area (almost like a 'deadzone') around the pointer. This area is quite small, but it means that I cannot be precise with my brush strokes. Small movements are not registered until the pointer is moved out of this 'zone', or if I lift the stylus up.

It is worth noting that this issue does not appear with brushes such as the hard round. Also, with other painting programs like Krita this issue is non-existent. Also, I have tried resetting my preferences and even trying a different PC altogether - the issue still persists.

Specs:

Drawing tablet: I use a Wacom Intuos 5 Medium Special Edition.

PC Specs: Intel Core i5 4690K Haswell Refresh Processor 3.50 GHz , Nvidia GTX 750, 1TBHD, 8GB RAM. Windows 10. x64 bit.

Brush Smoothing?  If it was a high value of Pulled String, then you'd see the stroke follow the cursor a little way back, but other Brush Smoothing settings might be causing your issue.  You can test by unchecking Smoothing it Brush Settings (F5)

Unfortunately I've tried with the smoothing setting completely off and it still doesn't work correctly.

Hi. I have the same problem. It is very annoying for small details.
I found on this other post that you can try using the airbrush mode on. It worked for me! The brush draws right when you touch the surface. I know it is a trick way to solve it, but while this is not solved it helps us a bit.
Photoshop brush only draws after moving or releasing the click

From your video, it does not look like there is no problem when you stroke with the sample tip brush. The problem seems to be with trying to lay down a dab a tap like points of paint do you tap with high pressure?

In the video I tried with both a high pressure and low pressure - both led to the same result. The issue mainly happens when holding the stylus down. It isn't possible for me to tap and create dots of paint due to the delay.

I do not seem to have that problem on my machines. Dell Workstation Nvidia Quadro display adapters  Windows 10 fully updated, CC 2018 19.1.6 and an Intuos Pro Small.   However, I am using WinTab APIs with Photoshop because I also use CS6 which only has WinTab support. CS6 does not support Windows INK APIs
