Photoshop CC 2019 OpenGL not enabled

so out of no where my photoshop has suddenly started to lag when ever i move my canvas or try and zoom or use my navigator and wont let me use my rotation tool and when ever i try to it wont let me saying that my openGL isnt enabled? i have been trying different ways to enable it from posts similar to the issue i am having on here but nothing is working help?? this is really preventing me from working at my full ability because i can't do my art and animations as i normally can.

anyone have any suggestions or help?

i have tried going into my prefrences and then performance and ticking legacy and then the 'use openCL'  im not sure what else to do
