Question

Photoshop changes cursor to default when hovering over a link in Safari or Chrome

Normally when you hover over a link in a web browser, the cursor changes to the pointer cursor. 👆But for some websites, if Photoshop is running, the cursor behavior can be affected so that it only momentarily changes to the pointer, then quickly returns to the default arrow cursor. This happens in both Safari and Chrome. It does not always happen when Photoshop is running, but once the bug is triggered, it stays solid until you quit Photoshop.

This Stackoverflow article clued me in to the fact that quitting Photoshop makes the problem disappear.

This has been a problem for years now and nothing has been done.

Who would, in your opinion, need to do something – Adobe, the OS maker, the browser makers?

Since it occurs in all browsers, I think it is something that Adobe needs to resolve with Apple.
