PHOTOSHOP CREATIVE FILL NOT WORKING

Presumably, you mean Generative Expand or Content-Aware fill– if so ensure you select it from the drop-down menu.

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
