Photoshop CS5 Action for Photo to Oil Paint

Looking for a free ATM in Photoshop CS5 Windows 64-bit software (i.e., pre CC) that can transform an ordinary photo into an oil painting that has clear brushstrokes. Can anyone help me find one? Or is it a lost cause?

The Pixel Bender plugin/filter for Photoshop CS5 which includes OilPaint.

Jeff Ariola has linked to the 64 bit version of Pixel Bender. I never owned CS5, but that might be it.

 

I noticed some are having problems with the Adobe extension Manager, so try this one:

I hate to bring this up, but if you have paying clients, 15 year old CS5 is an outdated bottleneck.
