photoshop cs5 brush out of limits

Question

hello everyone I have a problem with my photoshop cs5 version 12.0 . well the problem is that when I use brush tool or any other tool that comes with size adjustment like clone stamp tool aswell the paint or the stamp is out of the tool limit.. and this problem doesn't allow me to be precise on image editing. I will post a  video that replicates the problem, for example I have selected to paint 50px circle in a blank image and the brush paints 60px or 70px, not sure which size but paints out of the bursh limit.. any help ?

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
