Photoshop CS6 missing average blur

I am trying to make a low polygonal image in Photoshop cs6 but I cannot find the average blur where it's supposed to be. I went to Filter > Blur, but the average blur is not there. I tried resetting my preferences and many other options on different forums across google. I still can't find a way to enable this. Can someone please help me?

Hi

Have you tried resetting your preferences?

Hold down Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) on your keyboard as you start Photoshop. You should get a prompt to delete the current settings and new preferences will be created.

Yes I tried resetting them, the Average blur is still not there.

Preferences > Plugins > Show all filter groups and names
