"Photoshop does not recognize this type of file" but it's a normal psd file?

Trying to access drawings/illustrations that we had on a server. But when I download the .psd (or .eps for illustrator) files and try to open them, it doesn't work: "Photoshop does not recognize this type of file"

How did this happen? Is there a way to fix this? Is there a way to see/access the files? 

They show up as completely normal files after I download them, nothing seems weird about them until I try to open them. 

Photoshop version: 26.2

Illustrator version: 29.2.1
