Photoshop doesn’t remember the Layers panel setting

Photoshop doesn’t remember the Layers panel setting—each launch hides it, requiring manual reactivation via Window > Layers. Tried multiple fixes but nothing works. Any solution?

    First double--click the Layers tab. It will expand the group as shown below:

    Next, Press and hold your mouse button on the space where the yellow tiger is. (This is a new install and I forgot to add the arrows. 😅 )  This will allow you to move those tabs as a group. You can then drag the group up between the Properties group and the color cube until you see a blue line, then let go. That re-positions your layer group. Then you will need to save and name it as a new workspace.

    Is the panel entirely gone, or is it just collapsed? If the latter, that may be caused by insufficient screen pixels for the initial layout. A simple rearrangement might be enough.

    Have you tried saving your arrangement as a Custom Workspace?

    First set up your layout.

    Window menu > Workspace >  New Workspace.   

    Then anytime things get moved around,  Reset Workspace puts it back to your defaults.

    But saving a Workspace means it should open exactly as you arranged it.

     

    Also if you use MacOS, give Photoshop “Full Disk Access” under Privacy and Security. That overcomes most permissions problems that can interfere with settings.

    Try adding or removing other panels (look under Window menu) Then the Save button should be there.
