Photoshop error "Could not complete your request ."

Question

I am using Win11. I have folder of .tif files created by scanning on an Epson XL.

In the folder, about half of them show normally as thumbnails. The other half as TIFF icons.

The normal ones open normally into Photoshop (25.1.0), the others don't and result in the error message above. I have tried opening by clicking on the folder icon or through Photoshop> File>Open dialog.

I can see no significant difference in Properties of the two varieties, each ca 3.2 GB, scanned within an hour of each other.

All the help/community pages deal with error messages like "Could not complete your request because of a program error ".

Is there any advice on dealing with the error I receive?
