Photoshop extremly laggy on high end pc

Do you have just the one drive?  Check out the root directory of that drive, or whatever drive is set as Scratch space. Look for Photoshop Temp files. How many are there? What is the size when

totalled? 

Also make sure they all have today’s date (or a date no earlier than the last time Photoshop was opened.  If there are any such orphaned Photoshop temp files, you can delete them.

How much free space on the scratch drive?  How is Windows running?

Photoshop is a terror at giving up memory.  Even if you use Edit > Purge All it will still be using a bunch of RAM and have some scratch space in use. Only way round this is to restart Photoshop.

Open Resource Monitor (Task Manager > Performance tab > three dots top right of panel.

Look for bottlenecks in CPU, GPU, drive.

I can’t think of anything else, and that sounds like a decent drive you are using.

OK, a stab in the dark here.  I am not familiar with AMD GPUs, but that available RAM figure looks a bit random, and a bit high.  Is that definitely a dedicated GPU and not an onboard GPU?   OK again, I just Googled and it is definitely a dedicated GPU.  It will still show up in Resource Monitor if it is maxing out and slowing you down.

Does this problem only occur with one file? Or with all of them?

How large are your image files (in pixels)?

I have a high end pc without any issues with it, only my photoshop is extremly laggy, I tried solutions from other posts like unchecking using old gpu model, or changing monitors refresh rate technolgy but nothing works. This is my specs:
