Photoshop freezes when saving to downloads folder Windows 11

Question

Updated Photoshop to the lastest version. Updated windows to the latest version. Tired rebooting. Every single time I try to save to the Downloads folder in Windows 11 Photoshop completely freezes. What is so weird is the program isn't even being recognized as locked up in Windows (when I terminate via Task Manager).

This is especially frustrating when I have opened something from Downloads in Photoshop. The Save As, and Save A Copy - automatically default to Downloads because that is the origin the file was open from -- meaning this results in Photoshop locking up.

I have tried this in older versions of PS as well - all with the same effect.

My only work around is to move something out of Downloads before working on it. Very frustrating because I am a professional Designer and use this process on a Mac all day with no problem.

In essence, you have a problem with files from a single folder, right? That has happened to me a few times in the past, but a long time ago, maybe 4-5 years back. The solution is to move the files to another folder; I’ve never heard of any other solution. What have you tried to troubleshoot so far? Have you attempted to create a new folder for downloaded files and start downloading them in that new location? It is a problem, but not one that cannot be easily solved or bypassed.
