Photoshop Freezing when taking most actions

Seemingly randomly; about a week ago Photoshop began freezing as soon as I take almost any action beyond using a brush on a blank canvas.

Some examples:
- Attempting to exit the program
- Attempting to open a saved PSD when one is already open
- Attempting to place an image onto a layer
- Attempting to open a image or PSD from CTR + O
- Attempting to select an object on a layer within an open PSD
- and many more...

The issue doe not go away when launching with no plug-ins.
The issue does not go away after removing the preferences.
The issue does not go away after deleting my font cache.
The issue presists in Beta Photoshop, older versions of Photoshop, with an older Graphics Driver (Game Ready & Studio).

No other program within my normal computer usage appears to have any issues.

Thank you for the detailed system specs and the troubleshooting you’ve already tried. That helps narrow things down.

To move this forward, could you please confirm the following:

• Does this freezing happen with a brand-new file as well, or only with specific existing PSDs?
• Can you share a short screen recording showing one of the actions that causes Photoshop to freeze?
• Please copy and paste your full System Info from Help > System Info in Photoshop.

One additional check that would be useful is to install Photoshop 27.1, run the same workflow you described, and let us know if the behavior improves there.

This will help us determine whether the issue is file-specific, environment-related, or a regression in newer builds before escalating the matter further.

27.1 does not appear to make any difference. My recording was made in 27.1

- The freezing happens with brand new and with existing PSDs. It should be noted that I can open an existing PSD is Photoshop is not open and it will open the program an PSD simultaniously. However if I attempt to open a PSD drictly from the "Open" function of Photoshop, it will cause the program to freeze.
- The freezing does not prompt a windows error in any way (no program not responding message etc), it simple freezes the window exactly as is and nothing can be hovered over or interacted with in any way. The program can then only be shut down via ending the task in Task Manager.
