Photoshop graphics not support more then 25 files

Question

Graphics interface is turned off if I am opening more then 25 files, It Seem all function working as old photoshop 7.0,

In Photoshop 2018 verson 19.0 upto 399 files opening and working well, but after 2018 verson Photoshop only support 25 files

Please Solve

I have already tried, Reset Prefrences, Re install Photoshop, Re install Windows Also,

Hardware Changes

Graphics Card Change, NVIDEA 1060

Ram Upgrade - 64gb

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
