Photoshop Hand Tool sticks to image

Photoshop 24.7 and above: when using the hand tool, after releasing the mouse the mouse/hand is sticking to the image and moves it around until I press ESC. This only ocurres on Windows (10). On Mac Os with same Version of PSD I havent the issue
