Photoshop hangs after latest update (Win10)

I've been having Photoshop freezes in the past few days that have made doing pretty much anything impossible. Opening the file I'm working on and doing a context-fill seems to pretty reliably freeze. Two days ago I had a freeze at 0% of a save operation that was frustrating.
As a test - I made a blank PSD file 1000x1000px, painted some blue on it, and got the hang before I could even save it.

I've followed the instructions for resetting Preferences, but perhaps those are out of date as I do not see a dialog "Delete the Adobe Photoshop Settings file?" (https://helpx.adobe.com/photoshop/using/preferences.html#restore_preferences)
Oddly, the submit freeze instructions that show up on search only apply to Mac - is there as similar page for Windows? (https://helpx.adobe.com/photoshop/kb/how-to-get-a-process-sample-or-spindump.html)
System Info and a screenshot of the Task Manager attached. Note there's a "crashpad_handler.exe" there but perhaps it can't kick in since the main process is not responding. I don't recall seeing those Microsoft Edge WebView processes previously - is that new?
