Photoshop hangs up during start squence

Windows 11, 32 Gig Ram, Core i7 3.5 plenty of storage space

My copy of photoshop is hanging during the reading preferences sequrnce despite the standard "first aid" procedures:

1. I deleted preferences and the problem persisted

2. Uninstalled Photoshop keeping preferences, ran Glary Utilities, restarted computer, and re-installed PS25 from Creative Cloud and the problem still exists.

What can I do next?

Thanks to those who know more than me,

Joe

Hey, @Joseph374224441v8g. Welcome to the Photoshop Community. I'll need more information to help you figure this out. Please share the system information from Photoshop (beta) Help > System Info > Copy and paste it into a text document > Upload and attach it here.

Something as basic as 'Run as Administrator' helps in a few cases.

Just head to the Photoshop installation folder (Default - C:\Program Files\Adobe\Adobe Photoshop 2025)

Find Photoshop.exe > right-click > use 'Run as Administrator'.

If this does not help, try booting the Windows device in Safe Mode with networking to check how Photoshop behaves: https://adobe.ly/43BzvZ3

Let me know how it goes. Thanks!
