Photoshop image window too large.

I recently had a problem and Adobe support took remote control of my Mac and needed to restore my Preferences to default.  That solved the problem but now I have another.  When I open an image in PS, the image window is so large that even when the entire image is shown in the window, the actual window is much larger and the scrolll bars show.  Used to be the window frame was either the same size as the image or slightly larger with no scroll bars.  Sometimes the image itself moves out of view and I have to use the hand to drag it back into view.  I can't find the control that allows me to set the dimensions of the window frame..  Advice?

Go to Photoshop 2025>Settings>Tools and uncheck Overscroll
